Eileen Seuter
Regional Director
Eileen Seuter assumed the role of Regional Director at Catholic Charities in 2024. With more than three decades dedicated to nonprofit work, she specializes in serving vulnerable populations, focusing on foster care, substance use disorder, mental health, and homeless assistance services. Eileen brings extensive expertise in program administration, service delivery systems administration, and development. Originally from Jacksonville, she holds a master’s degree in social work from Florida State University.





Michael Ngugi
Senior Director of Finance
Michael is a performance-driven Financial Accountant with over a decade of experience in full-cycle accounting. His focus is to provide accurate financial reporting to support critical organizational decisions.
Previously, Michael was the Accounting Manager at Feeding Northeast Florida, focusing on financial reporting, budgeting, and operations. He also served as a Senior Accountant at Global Teen Challenge, Inc., where he oversaw the full cycle accounting of the nonprofit organization.
Michael holds a bachelor’s degree in finance from Michigan State University.
Frances Luna

Programs
Frances Luna is a dedicated professional with a heart for service. With over 20 years of local and international humanitarian work experience, Frances's journey with Catholic Charities began with a simple belief: putting compassion into action. Her passion has spanned into program management and leadership roles focusing on coordination and execution of programs addressing community health issues, refugees and immigrant resettlement, poverty alleviation, and disaster relief while successfully working with culturally diverse teams. She received her BA in International Studies and French from the University of North Florida.
Brian Ward

Development
Brian Ward joined Catholic Charities in June 2025 and is responsible for all marketing and development activity in support of the organization, its programs, and, most importantly, its clients. Prior to joining CCBJax, Brian had a successful career in the supply chain industry in various leadership roles for CSX Corporation, as CEO of Arrow Holdings, LLC, and most recently as SVP of Marketing at OmniTRAX, Inc. Brian has been a part of the CCBJax community since 2019, volunteering in the Immigration Legal Services department, supporting clients on their path to citizenship. He holds a master’s degree in transportation management from the University of Denver and a bachelor’s degree in politics from Wake Forest University.
